assertion as:
<Layout>
<Policy>
<Strict/>
</Policy>
</Layout>
The position of
the <wsu:Timestamp> element is after the signature that signs it.

As per strict layout rules for WSS11, the <wsu:Timestamp> element should have occurred before the
<ds:Signature> element covering it.
The example should be rectified accordingly.
