I'm pretty sure you are correct.
The issues were addressed in two parts of the meeting agenda, part 9 and part 11. They were:
 

9. Issue resolution - issues that impact interoperability

11. Working session on Interop Scenarios - Update the Interop Scenario documents - if required - to accommodate any changes resulting from the issues above

 

PART 9 -  Issue resolution

Within part 9, after resolving Issue 55, the following was noted in the minutes:

[...]

Peter: This decision should not affect the interop scenarios as they are currently ordered.  Thus we should not address issue 56 now, and focus on the interop points.

 

i056 - WS-AT: User Commit and User Rollback row of CV state table contradicts resolution of 010

discussion postponed

[...]

i055 - WS-AT: User Commit and User Rollback should not return Aborted in None state

Ram's table adopted. [no explicit change to Interop Scenarios was noted]

So I believe Alastair is correct.  Issue 56 was not addressed during issue resolution.  I also think the minutes do accurately reflect the separation of issue resolution (part 9) from the changes needed in the interop scenarios (part 11).  However, I'll be happy to amend the minutes if agreed.

 

I think the length of the minutes of the two-day session, and the fact that issues were discussed with a varying focus during different parts of the meeting, explains the confusion here. 

 

I have some ideas about using hyperlinks within the minutes document to help with navigation and possibly avoiding this situation, but that is likely to come at the cost of longer preparation time for the minutes, which is already too long...

There seems to be some confusion about issue 056, judging by Ian's mail a couple of days ago indicating that it had been closed with no change.

The minutes correctly show that discussion on 056 was postponed (after resolution of 055).

Then, in the midst of the discussion of the interop scenarios the following appears:

i056 - WS-AT: User Commit and User Rollback row of CV state table contradicts resolution of 010

no change needed

I was at the meeting at that point, and as I recall we were walking through the issues to determine whether they had effect on the interop scenarios. No change was needed to the interop scenarios as a result of 055 or 056.

I do not remember any discussion or decision leading to the closing of 056 as an issue, resolution no change.

I can't find any further references to the issue in the minutes.

I therefore believe the minutes should be amended to show, not that 056 was closed no change, but that it induced no change to the interop docs.
