Problem with applicaiton of Issue 64 resolution.

The issue resolution from the f2f minutes states:
"
Ian: The motion is to remove the entire last paragraph.

8 in favor, 4 opposed

Motion is carried.
"

However, the CD text still includes the first sentence: "All messages 
are delivered using connections initiated by the sender."

Leaving this first sentenc in the document goes against the intend of 
the resolution.

I do believe this first sentence was intended to be included in the 
paragraph instructed to be deleted.
