Prasad,

It's working for me now.

Here are the approx. steps I followed ( with some trial an error in
between)

(a) Create a new RSA key using ssh-keygen
          ssh-keygen -t rsa -C "vinkesh@wsbpeltc.cvs.sourceforge.net"
(b) uploaded the key to sourceforge
(c) In my cygwin environment set CVSROOT to something like
        :ext:vinkesh@wsbpeltc.cvs.sourceforge.net:/cvsroot/wsbpeltc
(d) In my home directory on cygwin, created a directory called wsbpeltc
(r) cd wsbpeltc
(f) run command "cvs checkout specifications"
       first time it will give the authentication error saying host is
unknown and it will ask to create to an entry with (y/n) question. Select
y. This will create an entry in ~/.ssh/known_hosts

It should work now.

This is helpful thanks.

I changed the CVSROOT server name to account for the server name change.
Now I am running into a problem due to the following.

Any suggestions on how we should account for this?
I use cygwin and after the server name change, I now get the
"The authenticity of host 'wsbpeltc.cvs.sourceforge.net (66.35.250.89)'
can't be established." error.

I know you also use cygwin. If you managed to get past this, please let me
know.

            I am unable to connect to sourceforge cvs.  Is everyone seeing
            this problem, or is it just me?.

            $ cvs update specifications
            ssh: connect to host cvs.sourceforge.net port 22: Connection
            timed out
            cvs [update aborted]: end of file from server (consult above
            messages if any)
