mm1: I would encourage you not to specify that this is a legal entity. I 
do not believe that it is currently within the scope of WS-BPEL to 
handle the legal (business related) aspects of an entity. I would say it 
is a functional entity or component of a business or organization that 
could include what is specified.

We had already recognized this was likely outside of the scope of WS-BPEL.
