I'm not sure if this is a good idea for the following reasons:

1.	Automatically sending updates like this (especially with large
documents) may cause problems with email inboxes - it's usually better
to send a link instead of the actual doc. 
2.	OASIS folders automatically send out notifications when a doc
has been uploaded or refreshed
3.	Storing the list in the repository ensures that everyone is
referring to the same version
