I agree on the substance. I assume we are going to have an English
resolution in the appropriate place in the text which will be consistent
with this schema snippet (and add what is missing there). I guess the
editing team can take care of that. The only reason I say that is that up
until now the specification text has driven the normative content of the
specification, the schema being always subsidiary to the English wording.

I am thinking of putting the following up for a vote. What do y'all think?

I propose that the definition of tVariable be changed to:

I checked this out with both XML Spy 2004 and the W3C XML Schema
validator <http://www.w3.org/2001/03/webdata/xsv> and they both said it
was fine.
