Subject: AI 50 have been applied incorrectly
While reviewing the schemas I've observed that AI 50 have been applied incorrectly. According to the current spec, section 5.2 basic structure of the language, <import> must occur before <extensions>. IMHO the intention of AI 50 was to only adapt the text in section 5.4, paragraph 3 saying "... Any number of <import> elements may appear as initial children of the <process> element, before any other child element. ...". The intention was not to change the ordering (this would be a normative change). If nobody objects I'll open another AI to undo this change and to apply the intended resolution of AI 50.
