I wanted to suggest that the first step of the MOWS Manageability
References Act be more explicit in that it should be EITHER a WSDL
description OR an EPR as the starting point.....not both...

The way it reads, it implies you need to handle both scenarios as a
client because vendor A is providing an EPR and vendor b is providing a
WSDL url....

While it may be fair to say clients should handle both, the act (I
think) is not about "how" the request originates, but rather the
response of the GetManageabilityReferences operation...

I'm fine with starting from the WSDL or an EPR, I just think we should
mandate only one for this act to avoid potential problems during the
event.....but I'm open to others opinions ;-)
