[wsia] [wsia-req] Scenario template

For those writing up scenario's I have added two addtional sections to the
template for your potential usage:

a) Proposed Glossary terms: Any terms that are used in the scenario that
are not yet in the glossary but relavent to the discussion.
b) References: Any additional pointers that can help with articulating the
problem domain. Such as URLs.
