R415 [Functionality]
		Producer property metadata and associated validation
descriptions should be able to be delegated to the Consumer for evaluation
and execution.

I think this is saying that the Consumer has access to the
Producer-specified property meta-data:

R415 [Functionality]
		The Consumer must have access to the Producer property
metadata and associated validation descriptions.
