I think this is trying to say that a Handle is not always enough. We should try working through a scenario where a Producer's markup specifies invoking an application unique operation (exported in its WSDL) which a Consumer chooses to rewrite as a generic action invocation on itself. What encoding is required in order for user interaction to trigger the correct invocations?
