clarifying resource property declarations in WS-BaseN

Per the June 17 telecon, Igor Sedhukin
[1] raised a concern regarding the confusing description of resource properties,
in particular the example XML was not terribly useful.  I note, however
that all the required information was contained in the draft text as it
stands, but agree that two concepts were collided.  The concept of
the name and type of the resource property in the GED and the reference
to the GED, including cardinality is better separated out, not smashed
together.  To this end, I use MSFT word markup [2] to suggest how
two sections in the WS-BaseN spec (describing the resource properties for
NotificationProducer and SubscriptionManager) could be reworked to make
things much more clear.
