Strategy for Document Process

Folks,

In WSRF we use the issues process included at the front of this  
document. It includes an independent (of the editor) validation of the  
changes made just before the issue is closed. This allows for a safety  
check on the editor's work, without the need for many extra rounds of  
voting on documents.

We also expect to periodically release landmark working drafts if this  
seems like a good idea at the time, but no special process is in place.
