Title: Message rate use case

The use case is of the Web service management.

The manager is subscribing to notifications regarding messages received by a Web service endpoint. So one notification is emitted for one request received.

The manager, however does not want to be arbitrarily flooded with notification messages and wants to indicate that notification messages are to be received no more than 100 per second. The manager may want to indicate that if the notification message rate exeeds 100 per second, the notification producer is to either batch the messages in the notify wrapper and send them in a batch or to drop the messages altogether. It may also be reasonable for the notification producer to indicate to the manager that messages were dropped due to the required message rate limitation.
