   Verified as matching the proposed recommendation.

Issue 2.48
   Define action URI for all the fault messages.

      Verified - section 1.4 defines action URI for all fault messages

   Specify action URI in terms of the WS-A [action] property as opposed to
   the value of the SOAPAction transport header.

      Section 5.1.2 line 912 and 934
      Section 5.1.4 line 1003 and 1012
      Section 5.2 line 1052 and 1062

         All of the above sections define action uri in terms of
         wsa:action.  This is inconsistent with earlier action uri
         definitions that are defined in terms of WS-Addressing [action]
         Message Addressing Property.  I believe the MAP is the appropriate
         way to define this.

      Section 6.1.2 line 1230

         Missing [action] uri definition on the unsubscribe response

      Section 6.3 line 1356

         ResumeSubscription request is the only request in BaseNotification
         that normatively requires adherence to the WS-Resource Access
         Pattern
