Framework (WSRF) TC document repository.

Document Description:

I've updated WS-RMD to fix all of the typos and to address all of the
issues that were resolved on the last TC call. The only issues not
addressed with this draft are:

1. Dave's last typo/comment about lines 917 - 932 (last paragraph of the
spec before appendices) being a cut-and-paste error. I can't see the
problem, so I've asked Dave for clarification on this and will fix it once
I understand what the proper text is.

2. The relationship changes in the UML diagrams. I've been traveling and
simply forgot to take the diagrams off another machine for editing.
