Issue WSRF???: Metadata Descriptor Instance as Resource Property

The current version of the WS-ResourceMetadataDescriptor provides two 
way to refer to the WS-RMD document - as a URI in the WSDL or in a 
specified Resource Property -  but no mechanism for access to the 
document. It is expected that the client will have sound out of band 
means for obtaining the document based on the URI. WSRF provides such a 
mechanism, e.g. GetResourceProperty. The TC should define a 
ResourceProperty which is an instance of the WS-RMD document for the 
WS-Resource.

Specifications:

	Web Services Resource Metadata 1.0 (WS-ResourceMetadataDescriptor)

Notes:

This is important for dynamic use cases where, for example access to 
write a property changes during the lifetime of the resource. There are 
a number of other discovery related use cases, where relying on an out 
of band or non-standard mechanisms to obtain the MDR document would 
present an impediment to effective discovery.

Proposed Recommendation:

1) Rename the existing Resource Property in section 10.2 to 
MetadataDescriptorRef.

2) Add a section 10.3 which describes a Resource Property called 
MetadataDescriptor of type MetadataDescriptorType. As an element:

       <xsd:element name="MetadataDescriptor" 
type="wsrmd:MetadataDescriptorType" />

3) Include a note, as between sections 10.1 and 10.2, that if present 
the Resource Property MetadataDescriptor takes precedence over 
MetadataDescriptorref.
