The problem with the first is that it
ignores whether or not the windowState is supported for the mimeType being
requested.

Would this be better as two separate
statements?
The value supplied in MarkupParams.windowState
shall be either "wsrp:normal" or one of the values from the PortletDescription.markupTypes[].windowStates.
The value supplied in MarkupParams.windowState
shall be either "wsrp:normal" or a value from a markupTypes record
for Portletdescription.markupTypes[].mimeTypes which matches the value
supplied in MarkupParams.mimeTypes[].
