[wsrp-coord] Do we need to define transparent published state?

This question was discussed on 30 July
2003 teleconference. It was noted this enables the Consumer to make choices
on how to correlate state between portlets (as opposed to simply being
a distribution switch). It was noted that this can also be done purely
with events provided the schema for the event is provided. General consensus
was that we should include transparent published state in the design.
