the opaque values need to be re-set.
The last returned opaque state is propagated in the subsequent render.

In contrast, the navigationalChanges are maintained by the Consumer and the
portlets signal changes to that state.

A blocking interaction URL is created that specifies a value for
wsrp-navigationalState.  If the producer/portlet does not return a
NavigationalContext or even a NavigationalContext.opaqueValue on the
blocking interaction response, does the consumer maintain the opaque value
for subsequent render(s) or is it consider not set/cleared?
