To refer attachments with Content-Id 'xxx' the format is "cid:xxx" and to refer attachments with Content-Location 'xxx' the format is simply "xxx", where the format of 'xxx' is an absolute URI. This will be the case even if the attachment's Content-Location specifies a relative location.
