Hi Mary,  the question was asked
during the meeting as to why people abstained but of course people are
not obligated to give reasons for how they vote.  I believe it is
a mix of "friendly no votes" and perhaps a few folks who have
not found time to study the work and so did not wish to make a definitive
yes or no vote (the vote was announced on the prior call two weeks ago
but people are busy and so may still have not studied the doc that is up
for vote fully). We are at the stage in the TC with the work we are doing
on profiles that different people have different technologies that they
are more focussed on so a few abstains along the way is to be expected
I think.  No major technical issues per-se were given as reasons for
abstaining - hence we will try again with an e-vote over the next week
or so. This will also allow the few people that missed the call today to
vote. We'll keep you posted as to how this progresses.

Mary, per the requirement placed on me by the OASIS TC Process, I am writing
to inform you that we held a Committee Draft vote today in the TC . The
vote was to approve draft 15 of the Soap With Attachments (SWA) Profile
 as a Committee Draft. Despite the fact that sufficient potential
yes votes were present at the meeting the vote did not pass as we failed
to achieve 2/3 of the eligible voting members voting yes. Voting was as
follows, Yes=25, Abstain=8, No=0.  The details of the voting will
be in the minutes once they are posted. 

The TC decided to try again using an electronic vote. That ballot was just
posted and will close on Dec 23rd.
