Argyn,

Sun developed the V1.0 conformance tests and contributed them to the 
XACML TC.  IBM then took over ownership and added a few more tests. 
They said they could no longer maintain the tests after V1.1, however, 
and since then there has been no owner.

Conformance tests are not required by OASIS rules.  Conformance tests 
are extremely valuable, however, and it would be wonderful to have 
someone able to maintain them.  We just don't have enough resources in 
the TC right now.

I could see two routes.
1) They could be maintained through the OASIS XACML TC.  In this case, 
the maintainer would have to be a member of the TC in order to 
contribute the tests with clear intellectual property status.
2) They could probably be maintained through the Sun XACML Open Source. 
  Seth Proctor would have to decide this.  Again, however, the 
maintainer would have to be signed up as a Sun XACML open source 
contributor so that the tests would come with a clear IP status.
