This use case was presented by James A. Rome, Oak Ridge National Laboratory, on the SPKI mailing list (spki@wasabisystems.com) on 7 June 2001. The issues described are reflected in the Dept. of Energy document "Cyber Security Guidelines" (http://www.directives.doe.gov/pdfs/doe/doetext/neword/205/g2051-1.pdf). ORIGINAL USE CASE "... my ultimate employer (the Department of Energy) is (properly) raising security levels and requiring things like firewalls around each lab. But at the same time, they are launching large, ambitious scientific programs that require massively parallel distributed computing (across sites), and collaboration across sites. Balkanization makes it increasingly difficult to get work done in such an environment. DOE's approach to the security problem is to divide sites into security "enclaves" which are collections of resources (and perhaps users) that have similar protection levels. I show this a GIF file (attached) that illustrates the situation with 3 sites, 3 protection levels, and 3 collaborative domains (CDs). It is the collaborative domains that I am concerned with. They can span labs and security levels, and be both supersets and subsets of the enclaves. I see the following issues (among others) as problems: -> How do you create a site infrastructure that can allow the CD to prove it satisfies the security requirements. Can this scale to millions of transactions per minute or second? -> How can the CD enforce its extra security requirements in this environment? For example, the hosting Labs do not care about the accessibility or proprietary nature of the CD's information. -> There is a tendancy to create concentric rings of security, placing the most valuable resources in the central ring; but it is just these resources that are most in demand by the CDs..." SIMPLIFIED USE CASE Assume a Department of Energy (DOE) -wide mandatory policy that says the clearance level of any accessing principal must be greater than or equal to the classification level of the resource being accessed. This policy is defined and maintained at DoE headquarters: http://energy.gov/policy if (Principal/Clearance >= Resource/Classification) { TRUE } else { FALSE } Assume a specific DOE National Energy Technology Laboratory site policy that says the accessing principal must be in the site's domain. This policy is defined and maintained at the NETL site headquarters: http://netl.energy.gov/policy if (Principal == "*.netl.doe.gov") { TRUE } else { FALSE } Assume a Collaborative Domain named "California Energy Task Force". This Task Force has members from various DOE sites and documents are typically kept at the site where the authoring member is located, but all Task Force members have access to Task Force documents. This policy is defined and maintained by the CA Energy Task Force chair at the Energy Information Administration site. http://cetf.eia.energy.gov/policy if ((Principal == "A@EnergyInfoAdmin.doe.gov" OR Principal == "B@SWPowerAdmin.doe.gov" OR Principal == "C@netl.doe.gov") AND (Resource == "File:/net/EIA/doc1" OR Resource == "File:/net/SWPA/doc2" OR Resource == "File:/net/NETL/doc3")) { TRUE } else { FALSE } Assume access to documents at the NETL site requires conformance with the DOE mandatory policy and with either the resource's site policy or with a collaborative domain policy: Top-level policy actually used by NETL: if (http://energy.gov/policy AND (http://netl.energy.gov/policy OR http://cetf.eia.energy.gov/policy)) { TRUE } else { FALSE } Assume a result of TRUE from a top-level policy means "grant access", and a result of false means "deny access". "Remarks" below discusses this. Assume principal "B@SWPowerAdmin.doe.gov" has "secret" clearance, but document "/net/EIA/doc1" has "top secret" classification. B should not be able to access the document "/net/EIA/doc1" because that would violate the DOE policy. Assuming she has appropriate clearance, principal "A@EnergyInfoAdmin.doe.gov" should be able to read "/net/NETL/doc3" even though that would violate the site-specific policy, because the Task Force policy is also permitted. REQUIREMENTS This Use Case imposes the following requirements on an access control policy language that are not currently addressed by XACML. 1. Ability to describe Matching Rules for attributes (for example, does "A@EnergyInfoAdmin.doe.gov" match "*.doe.gov"). 2. Ability to apply multiple policies, possibly from different sources, to a single resource. 3. Ability to use arbitrary attributes, such as clearance level, in policy statements. These may be defined by the Policy Issuer. There must be a way for the PDP to obtain the definition and matching rule semantics associated with the attribute. 4. Ability to optimize policy evaluation so that unnecessary sub-policy retrievals are eliminated. REMARKS a. What if, instead of "FALSE", a sub-policy can return "DenyAccess", and this means that a result of "DenyAccess" must be returned from the top-level policy? In this case, the policy at http://energy.gov/policy, which is mandatory, could return "DenyAccess" rather than "FALSE", and the top-level policy would not need to know that this is a mandatory policy. If a sub-policy returned "DenyAccess", then evaluation could immediately cease and the "DenyAccess" result returned. But, this semantic for "DenyAccess" also means that sub-policy writers must understand the overall policy. If a collaborative domain policy returned "DenyAccess" if it were not satisfied, for example, then few people in the DOE would be able to get their work done. This semantic for "DenyAccess" also means that sub-policies must be retrieved and evaluated until either a "DenyAccess" is returned or until ALL sub-policies have been processed. This can be a performance problem if certain policies are intended to be "optional", but the policy site is temporarily unreachable. It also imposes this performance hit on what is presumably the typical case: where an employee is requesting access to a document the employee is allowed to access. If there are is such "DenyAccess" semantic, then each policy writer can deal only with composing the sub-policies the writer needs. The top-level policy writer then is the one who handles mandatory policies by using "AND". I suggest we defer specification of any "Deny" semantics until a later revision of the access control policy language. Until the issues above are resolved, we are not even prepared to insert a "place holder". b. Policy Retrieval Point (PRP) Function The current draft (0.7) implies that the PRP is expected to retrieve all applicable sub-policies and present the PDP with a single complete policy to evaluate. This imposes a performance and availability hit in the case where an optional sub-policy is temporarily not available. It also means that all sub-policies must be retrieved even if the top-level policy can be satisfied with a subset of them. I would like to see the PRP responsible for retrieving sub-policies one at a time at the request of the PDP. c. Merging versus composing sub-policies XACML can avoid some difficult issues by requiring sub-policies to be self-contained such that higher-level policies that include them treat them as independent Boolean units rather than as semantically connected units that must be merged into a single source policy. Some users may wish to define "merge" semantics for their own use, but I see no reason for XACML to do so. d. Post-conditions The handling of post-conditions raises issues very similar to those raised by "DenyAccess": unless ALL sub-policies are evaluated, not all post-conditions will be known. I agree that post-conditions are useful, but I we are not ready to define them in a meaningful, consistent way that does not impose unacceptable performance restrictions.
