I think that the semantics of the multiple decisions is equivalent to those reached by making a separate Request for each resource in the hierarchy. So I don't think we do not have to say how to combine multiple effects. If XACML does not say the previous, then don't we have to say how Effects are combined by CombiningAlgorithms where there are multiple effects and multiple resources being evaluated together?
