Web-service profile of XACML Draft 1

Colleagues - Here is the first draft of the XACML Web-services profile.
Remember, it is the FIRST draft.  No doubt it needs a lot of work.
Unfortunately, my Acrobat doesn't have the fonts required for set
operations.  So, I can't make a PDF version.  Big thanks to Seth and Anne
for the worked example.  I suggest we have a telecon around the middle of
next week to discuss further.  So, be prepared and look out for details.
