New delegation draft (number 12)

All,

I have uploaded a new version of the delegation draft. This one corrects
some typos found by members of the public and adds a section for passing
delegate attributes in the SAML authorization query.

I have added items 42-46 to the issues list to cover new open issues.

General comments on the new stuff are of course welcome. In particular,
did I use good names in the XML schema?
