State of combining algorithms profile again

Some time ago I posted an update to the combining algorithms profile 
based on the feedback from Steven Legg. I proposed that we vote on it, 
but some people wanted to review it in more detail. It has been a while 
now and I have not seen any discussion.

So I suggest that we vote this up to CSD and public review on the call 
next week.
