 XACML v3.0 Separation of Duties Version 1.0 uploaded

 OGC adoption in GeoXACML
  Hal reviewed the adoption of XACML by the OGC group. Steven mentioned
  some additions/differences with the adoption and the JSON Profile.

III. Issues
 Separation of Duties Version 1.0 Profile
  Steven reviewed updates on Separation of Duties Profile recently uploaded.
  There will likely be some some small edits ongoing. Meanwhile, he's requesting
  feedback, particularly on the Separation Of Duties updates.
