Peter, the date is correct. It is the date that the TC approved the CSD. Since the XDI TC does its work electronically, here it is the date that the approval ballot closed -> https://www.oasis-open.org/apps/org/workgroup/xdi/ballot.php?id=2874 

The next approval and round of publication will reflect the next approval date.
