[xliff] Version 1.1 Draft 2d

Hi all,

Here is the latest updated specification documents.

Tony's track sheet issues number 1, 3, 2, 7, 9, 10, and 13 should be closed
now.

I'm working on issue number 4.

This update doesn't have anything different from 1.0 about reformat or
coördinates (issue number 6) since it is still under discussion (hopefully
not for long).

The tracking sheet has no issue number 5 or 8.

The two initial schemas have been merged into a single file (By the way,
don't hesitate to try validating 1.0 documents with this 1.1 schema. Except
for the elements order problem I mentioned before it should work. Scream if
something else breaks a 1.0 document).

One of the things we still have to finalize is the attribute values lists. A
few things to remember: Mat has done some work on consolidating the values
for restype. If you need to refresh your memory, the last version of that
document is there (I think):

point we'll also need to decide something about capitalization of the
values.
