I don't have a big preference one way or the other, but the argument is
that point revs should be backward compatible, so revisions that aren't
backward compatible require a major number change. SAML has an entire
section devoted to this topic in the 2.0 spec. We don't have to follow
SAML's rules, of course, but they seem pretty sensible.
