I am not sure what you mean by Link Type specific, I guess you mean
Rel-specific? However, that puts a burden on someone registering a Rel
to figure out all possible use cases (maybe even conflicting) and
order these things appropriately.

I claim that URI and URITemplate are different things and therefore we
could fix an order in which they appear (for instance, URITemplate
should always precede URI if both present) and let to applications to
define the priority in handling these.
