Nothing explicitly was done for XML conformance.

Yes, something probably should have been done.

But there is now an OASIS IPR policy ... I gather it is derived from the 
IETF policy but has diverged slightly.  I think we can safely go with that 
policy.  I will try to find a link to a copy.
