As the TC agreed, we should support this attribute. Since this is a US-specific attribute, though, I am wondering whether this attribute and the `npi` attribute should only be added to US-realm compliance so that non-US implementers don’t have to support them.

Here is a link to the NHIN Authorization Framework currently being used by Carequality:
We might consider adding the attribute as an optional attribute to increase adoption of the new (v2) standard. The framework currently uses v1. The home community ID attribute is described in section 3.2.2.4:
I believe this attribute is still currently used in some use cases.
