Ram, Just some clarifications - yes indeed - the vision here is that CIQ provides the depth to Level 4 - but provides the subset at the levels 0 - 3 - driven by alignment with the legacy formats that are aimed at these other levels. The goal is to reduce the business overhead (cost) in adopting CIQ at Levels 0 thru 3, - since adoption of standards is driven by how well the adoption of them matches the business needs. It does make sense to have this different levels. Though in one picture it is shown that CIQ falls into level 4, the case is that CIQ covers level 0-3 also as it provides the flexibility to define addresses at an abstract or detailed level (though it is not explicit). This is where we can make CIQ explicit to show different levels which can make the life of the users easy in many ways. <
