They are not updatable by user directly. A user can call a dedicated service in support of that semantics to change the effect or state (if the effect/state can be changed at all). The dedicated service allowed the system to enforce the semantics properly, including any special authorization check, and change the effect/state in a controlled way. As a part of this state change, the system may also change the property value.
