adding CybOX timestamp attribute information

Hi Ivan et al.,

In the NFV and related mobile
worlds, there is a growing
recognition for a critical need
for low uncertainty, precision
stamps associated with the
observables.  This need is also
expressed as a need for time
synchronization.  The attached
recent presentation by a UK
endor of platforms is useful
in understanding the variables
involved.

In doing a search of CybOX dialogues
over the past two years, it is apparent
that there has been a dialogue among
CybOX developers about the ability to
capture timestamp attributes.  Have
there been any recent significant efforts
to provide the capabilities?  Is this
a topic of potential interest in cti-cybox?
