I didn't see that in
http://docs.oasis-open.org/templates/TCHandbook/ConformanceGuidelines.html

Where is that rule defined?

If that's the rule, then of course the Conformance section must follow the
Lang Ref in the current organization. Since it would then follow the
Introduction section regardless of whether it's a peer to the Arch Spec or
within the ArchSpec, I guess that question is now moot.
