Relative: href="./relative" should work.

Why do you want to use an absolute path without a drive letter?  To refer to the "current drive"?  This is an edge case and it is probably unsupported, especially beacuse the concept of the "current drive" is per application, not per document.

It is an architectural problem in Windows XP, if anything.
