True.  But in the case where identifying ID attributes is necessary, I
think there should be *one* way of doing it.

It's one thing for profiles to be different when they're doing different
things, but when they're doing the same thing I think we should keep them
as similar and standardized as possible.

Could I just spec DTD in the core, for now?
