mm1: Louise, we have noted this issue in the draft v1.1 schema and also 
understand several other requirements surrounding Name and NameID. The 
ebBP team has had significant discussion in this area. You can see a 
white paper attached. The team is leaning toward Solution 2.  We are 
also gathering requirements for a future version related to other uses
