Hi, Sacha,

I believe that you are correct that it is not clear which Binary 
Collaboration starts.  Of course, it has to be the one that presents the 
initial offer. If I understand BPSS correctly, there are problems in the 
current version of BPSS with defining the start. (I am sure that someone 
will correctly if I am wrong). For the time being, we are relying on the 
words in the text of the specification to define the start but of course 
that won't help tools.
