Subject: [election-services] Minutes of the October 5 meeting
Sorry for the delay. The minutes of the 5 October 2001 meeting follow (also posted on the web site):
OASIS Meeting Minutes
o Welcome and announcement of election results. Unanimous vote in favor of new chairperson- Anwar Choudhury. Many thanks to Greg McGilvray for his committee involvement to date.
o Motion to accept prior meeting minutes. Minutes accepted.
o Election of New members - Membership invitation extended to half of the European continent, including Italy, France, Sweden, Switzerland and European Parliament. New members will be welcomed at a later date. Australia will also be joining the committee
o Project Plan Status Review
o Policy Requirements - John Borras
§ Received immediate feedback from policy makers in the UK
§ Current action plan:
· Drafting a policy context document - expected completion date is October
· UK is drafting an eDemocracy policy paper
o Schema Generation - Greg McGilvray
§ Schema work needs to represent committee requirements
§ Primary emphasis of the project is the generation of the schemas
§ No progress has been made to date
§ Current action plan:
· Goal is to get schemas generated as soon as possible
· Work with election.com UK office to provide resource to work on schema generation
· Anwar will provide staff to work with election.com resource
· Currently using an XML schema to generate ballots at election.com, can be used as input to committee generated schema
· Obtain additional input on data items and elements from other companies, and committee members
· Review list of committee members who have volunteered to develop schemas and get them involved in the process
· Contact VoteHere to use their existing schema as input
o Security and Authentication
§ Status Deferred
§ Discussion of White Paper - general agreement by all committee members of paper's content, conclusions and direction
§ Content of security discussion paper will be included in schema generation
o Applications
§ No leader for this team, looking for a volunteer
§ Need to examine application that will use the schemas that will be created
§ Action deferred until later date
o Stakeholder Engagement
§ Anwar Choudhury provided brief status of IT industry in the UK
§ NGO - no status
§ Equipment Manufacturers - initial interest shown, but no committee members to date
§ Current Action Plan
· Greg McGilvray to provide John Borras with an email list of companies contacted
o Citizens
§ No progress to date
§ Schema has been produced for name and address, and will be used as input for schema generation
o Voting Systems Standards
§ Responses submitted, however there are no fixed deadlines
§ Current Action Plan:
· Debra Phillips will be able to provide additional status
o Promotions
§ Draft press release has been prepared
§ Anwar delivering keynote speech in Amsterdam XML One conference
§ Presentation from conference will be distributed to the committee
o Project Time Line
o Project end date changed from 11/15/02 to 04/30/02 agreed to by unanimous vote of committee
o Terminology
o Preliminary list of terms has been developed and distributed
o Terminology needs to be consistent across the industry
o Current Action Plan:
§ Send additional terms to John Borras
§ Need to include other country's terms, specifically those countries that will become new members of the committee
§ Terminology will be specifically addressed in the policy paper
o Future Meetings and Communication
o UK Cabinet's Discussion forum will be used for committee business. John Borras will provide information on access
o Desire is to move to face-to-face meetings, however travel challenges are recognized.
o Next meeting will be the end of October, in London, ending with a telecom for those who cannot attend in person
o XML conference in Orlando - need to compile committee publicity data for the Oasis booth
o Email will be sent discussing all proposed meetings, goals and locations
