I don't like the idea of rejected or uncounted for tracking undervotes
or blank votes.  Most jurisdictions where I have been keep track of
votes even if they are null votes -- they like to show how many chose to
submit a vote to not vote if you will.

We do need to track ballots separately from votes -- vote for 3 means
there are 3 valid votes allowed and you can vote for less (say 2) but
that undervote should show up as one valid ballot and 2 valid votes plus
one blank vote.

Neal,

The other approach is using the existing RejectedVotes and 
UncountedVotes and the ReasonCode to track blank ballots and overvotes.
