This is a subject matter initiative and we need to build tools first for the subject matter experts who then can create the domains. What we learned from the semiotics and hermaneutics literature was how they go about analyzing human communication. That has been informative given the charter. The study of symbols, resources, and mappings, and the study of human behaviour through social traditions (or rather, the philosophy thereof). I'm unimpressed. Not with the volume of work that was produced through Phase 0, but the fact that it all seems to be secreted away on lists, or in other esoteric locations.
