I think it's really an either/or decision. (Most of) what's there should
also be moved out. It should be a trigger and pointer to policy, not the
policy itself.

Adding more to it now *is* endlessly extending it. It sets a precedent. Bad
technical design is where much of the world has gone and is going, but as
long as we're doing the work here, I continue to have a consistent viewpoint
on it.
