The OASIS IPR rules that govern these matters can be found at
http://www.oasis-open.org/who/intellectualproperty.php

My fuzzy recollection of the IPR rules is that any contribution by
posting to a TC is a royalty-free contribution but I would read the
rules themselves for the technical legal distinctions that apply.
