This does make sense and I'm all for setting high standards for 
crediting apps with this logo and allowing entities to harbor it.
However, designing a logo and putting it into use by some existing 
products such as OpenOffice.org, StarOffice, Workplace and maybe others 
that I haven't heard of on this question as of now makes sense even 
though we haven't worked on the compliance questions yet.

This is also about communication, and we should find the right balance 
between communication and demanding compliance testing.
